No person shall Operate an ATV or UTV within the Municipal limits of the City of Lake St. Croix Beach except as follows:
(A) On private property of the Owner of the ATV or UTV;
(B) Upon private property of another with the specific written permission of the Owner or person in control of said property.
(C) Upon City Streets within the municipality of Lake St. Croix Beach with the following requirements:
(1) A permit must be obtained from the City as provided herein.
(2) The ATV or UTV must be registered with the commissioner of natural resources under Minn. Stat. 84.922.
(3) ATVs or UTVs shall be equipped with a rear-view mirror to provide the driver with adequate vision from behind as required by Minn. Stat. § 169.70.
(4) Every person operating an ATV or UTV under permit on city Streets has all the rights and duties applicable to the driver of any other vehicle under the provisions of Minn. Stat. Ch. 169, except when those provisions cannot reasonably be applied to ATVs or UTVs and except as otherwise specifically provided in Minn. Stat. 169.045 Subd. 7.
(5) Operators of any ATV or UTV permitted herein must have a valid driver's license. Operators do not need to have the driver's license in their possession while operating the ATV or UTV.
(6) An individual who was born after July 1, 1987, and who is 16 years of age or older, must successfully complete the independent study course component of all-terrain vehicle safety training before operating an ATV on city Streets.
(7) All ATVs or UTVs on City Streets must display a permit sticker on the left side rear fender or similar component of the ATV or UTV issued by the City.
