It shall be unlawful for any parent, guardian or other person having custody or charge of any person under the age of 21 years to knowingly permit such minor to have in his possession or use any firearm, slingshot, air gun, air rifle, air pistol, or other weapons, as defined herein, except in a duly licensed shooting gallery or target range.
