§ 31.038 POWERS AS MEMBER OF COUNCIL.
   The Mayor shall be a member of the City Council, and the presiding officer thereof, and he or she shall have the deciding vote in case of a tie, as is provided by § 1 of Article V of the City Charter; and he or she shall have the power to veto ordinances as is provided by § 7 of Article IV of the City Charter.
