(A) The Chief of Police or his or her supervisory personnel are hereby empowered to make and enforce temporary regulations to cover emergencies or special conditions. Such temporary regulations shall remain in effect only during the period of emergency or special condition.
(B) The Traffic Engineer is hereby authorized to make temporary rules to regulate traffic or test traffic control devices under actual conditions of traffic. No such experimental regulation of traffic shall remain in effect for more than 90 days.
