§ 74.201 CITY TRAFFIC ENGINEER; GENERAL DUTIES.
   (A)   In addition to duties assigned by the City Manager, it shall be the general duty of the City Traffic Engineer to determine the installation and proper timing and maintenance of traffic control devices, to conduct engineering analysis of accidents and to devise remedial measures, to conduct engineering investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional power and duties as are hereinafter described.
   (B)   In addition to the above, the City Traffic Engineer shall recommend:
      (1)   The installation of official traffic control devices to regulate, guide or warn traffic;
      (2)   The designation of pedestrian crosswalks by appropriate devices, marks or lines upon the surface of the roadway, the establishment of safety zones of such kind and character and at such places as may be deemed necessary for the protection of pedestrians and the marking of lanes to regulate the movement of vehicles;
      (3)   The regulation or restriction of turns and the placement of appropriate devices, marks or lines upon the surface of the roadway to indicate the course to be traveled in making such turns;
      (4)   The establishment of loading zones and public carrier stands and the placement of official signs or markings to indicate the same;
      (5)   The limitation or restrictions of parking at specific locations or within certain zones, the manner of parking and the erection of official signs in regard to such limitations or restrictions;
      (6)   The designation of through streets, and the placement of stop signs on all cross streets intersecting such through streets;
      (7)   The designation of any intersection as a stop intersection and the placement of stop signs on approaches to such intersections;
      (8)   The establishment of speed zones consistent with all provisions of 625 ILCS 5/11-601, and as may be amended from time to time, and the erection of official signs to designate such speeds; and
      (9)   The placing in effect of other measures for the elimination of traffic hazards and other dangers to the public.
