(A) The license fee shall be set by the City Council by motion, resolution or ordinance, and may be changed from time to time, by motion, resolution or ordinance as the Council deems necessary.
(B) The annual license fee to be paid for vehicle licenses shall be paid for each vehicle. In the event that the City Council fails to establish or otherwise repeals the annual license fee amounts in place from time to time, or of such fee amounts are finally determined by a court of competent jurisdiction to be unenforceable, the minimum annual license fee amounts shall be as set forth as set out in the fee schedule.
