Provisions of the traffic code regulating the parking or standing of motor vehicles shall not apply to vehicles or equipment belonging to the city while being used for city business and to vehicles or equipment owned by persons or companies under contract with the city while said vehicles or equipment are being used in pursuance of said contract.
