§ 73.23 AUTHORITY OF CITY MANAGER.
   (A)   To prohibit parking on certain streets. The City Manager is hereby authorized to prohibit the parking of vehicles at all times, or between certain hours, on any street or portion of any street when in the Manager’s discretion such parking may impede the free flow of traffic on such streets, and shall cause appropriate signs to be erected and maintained giving notice thereof.
   (B)   To restrict parking on certain streets. The City Manager is hereby authorized to designate either side, or both sides, or any portion of either side, of any street as a restricted parking area, and shall determine the time of day any such parking restriction shall be effective, as well as the duration of time allowed for continuous vehicular parking, the duration of time allowed for continuous vehicular parking, as well as the form of city-issued permit that may be required to allow persons to park in these areas, any charge to be paid as a condition of such parking, and shall cause appropriate signs to be erected and maintained in such areas designating the effective time of day of such parking restriction, the duration of time that continuous vehicular parking is allowed, and the form of city-issued permit or fee that may be required. Such designation shall be evidenced by the physical presence of such signs or legends or notices on or near the parking lane of the streets or portions thereof where such restrictions are to be effective.
   (C)   To restrict parking in city parking lots. The City Manager is hereby authorized to designate publicly owned off-street parking lots, or any portion of any publicly owned off-street parking lot, as a restricted parking area, and shall determine the time of day any such parking restriction shall be effective, the duration of time allowed for continuous vehicular parking, as well as the form of city-issued permit that may be required to allow persons to park in these lots, any charge to be paid as a condition of such parking, and shall cause appropriate signs to be erected and maintained in such areas designating the effective time of day of such parking restrictions, the duration of time that continuous parking is allowed, and the form of city-issued permit or fee that may be required. Such designation shall be evidenced by the physical presence of any such signs or legends or notices on or near the publicly owned off-street parking lot or portions thereof where such restrictions are to be effective.
   (D)   Exceptions. The grant of authority to the City Manager set forth in this section shall not extend to the areas listed below, and the City Council shall retain the sole and exclusive power to establish and modify all parking prohibitions and restrictions over these areas:
      (1)   East of Sheridan Road;
      (2)   The parking area adjoining the Forest Park Beach and the parking lot on the bluff, commonly known as the Forest Park Beach lots; and
      (3)   The parking area adjoining the Forest Park Boat Ramp and the driveway leading thereto, commonly known as the Boat Ramp Lot.
