(A) (1) It shall be unlawful to use any vault, space, room or structure under any street or sidewalk in the city without having first secured a permit therefor as is herein required.
(2) Such permits shall be issued by the Director of Public Works.
(B) No such permit shall be transferred excepting in compliance with the provisions of this subchapter.
