It shall be unlawful for any person, firm or corporation other than an authorized official of the city in the performance of his or her duties, to make any excavation in any street, alley or public place, or to tunnel under any street, alley or public place in the city without first having obtained a permit as herein required or without complying with the regulations herein contained.
