§ 97.066 BOAT LAUNCHING AND STORAGE AREA.
   (A)   The boat launching and storage area is designated as that portion of the shore area of Lake Michigan lying between the north jetty of tile protected boat launching basin and the south boundary line of Forest Park.
   (B)   (1)   (a)   The use of the boat launching and storage area is restricted to the launching and storage of boats and parking of permitted vehicles.
         (b)   Permits and permit fees for the use of the boat launching and storage area shall be in accordance with divisions (C), (D) and (G) below.
      (2)   Vehicles which have a valid ramp launching, South beach, or boat storage and launching permit affixed may park in this area.
      (3)   Penalties for violation of this section shall be as provided in § 70.999 of the city code.
   (C)   (1)   Permits for the use of the boat storage and launching facilities shall be obtained annually and shall be valid for the boating season of the year in which it is issued.
      (2)   (a)   All boats required to be registered under appropriate laws of the state shall furnish a copy of the state registration at the time of application for permit.
         (b)   If the state boat registration expires or is forfeited for any reason, the city permit shall be automatically and immediately revoked and without refund.
   (D)   (1)   Fees as reflected in the annual fee schedule shall be charged for annual permits for use of the boat launching and boat storage areas.
      (2)   The fees for permits issued on or after August 1 of any year shall be one-half of the annual fee(s) set forth annually.
   (E)   (1)   Boats or other watercraft shall not be launched or landed at, or taken within 300 feet of the bathing beach at Forest Park, except in case of emergency.
      (2)   This shall not apply to boats or watercraft used by the life guards at the bathing beach in the performance of their duties.
   (F)   The city reserves the right to revoke any permits for use of the boat launching and storage areas and to deny the use of the facilities hereinabove described to any person or persons for failure to observe any rules, regulations or ordinances pertaining thereto.
   (G)   (1)   Notwithstanding the provisions of the foregoing, a senior citizen, who is a person 63 years of age or older in 1998, 64 years of age or older in 1999 and 65 years of age or older in 2000 and is a resident of the city, may obtain one such permit as provided for in division (D) at a reduced rate upon appearing at the Recreation Center in person and providing a valid driver’s license or identification card showing date of birth as proof of age.
      (2)   Any additional permits purchased by such person during the same permit year shall be set forth in division (D) above.
