§ 50.019 REFUSE.
   (A)   It shall be unlawful for any person, firm or corporation to deposit anywhere in the city a pile of refuse, garbage, offal or carcasses of dead animals, except as directed by the Director of Public Works.
   (B)   Any uncovered pile of refuse is declared to be a nuisance.
