(A) Subpoenas for witnesses in any contested election shall be issued by the City Clerk, stating the time and place for the attendance of any such witness and the same may be served by the Chief of Police, or any member of the police force, or any other person, but it shall be the duty of the Chief of Police to cause all such subpoenas to be promptly served.
(B) Any person who has been served with any subpoena, in any such contested election, who shall fail or neglect to attend at the time and place mentioned in such subpoena and there remain until his or her testimony can be taken, or who refuses to testify, or who avoids the service of any such subpoena upon him or her, shall be subject to a fine.
