§ 130.21 ABSOLUTE LIABILITY.
   (A)   A person may be guilty of an offense without having, as to each element thereof, one of the mental states described in §§ 130.18 through 130.21 if the offense is an offense which is not punishable by incarceration or by a fine exceeding $750, or the section defining the offense clearly indicates a legislative purpose to impose absolute liability for the conduct described.
   (B)   In addition, any cost of collection of fines or other amounts due to the city under this section may be assessed in according with § 10.99 of this code.
