§ 172.11 DOGS AND CATS IN HEAT.
   When a dog or cat in heat is not kept inside its owner’s residence, the owner shall confine the dog or cat in a secure manner, such as in a physically fenced yard or run, during the entire period such dog or cat is in heat, except that it shall be lawful for a dog or cat in heat to be walked if the dog or cat remains on a leash.
