(A) The Village Manager is hereby authorized and directed to communicate with ice cream truck vendors and take other necessary measures to prohibit ice cream truck access from entering an area within a one block radius of any elementary, junior, or high school within the time period beginning one hour before school starts and one hour following school dismissal every day school is in session.
(B) Ice cream truck vendors found in violation of this section shall be fined for each day of violation in an amount ranging from $75 to $100.
