It shall be unlawful to plow snow from private property onto public streets, alleys, sidewalks or other public ways. Snow shall be piled on the property, or on the outer edge of the sidewalk, so as not to obstruct any street, alley, sidewalk or other public way, except as provided in § 94.045 of this chapter.
