§ 94.045 OBSTRUCTIONS PROHIBITED; EXCEPTIONS.
   (A)   Obstructions to any public street, public alley, public sidewalk or public way shall be prohibited without the expressed written consent of the Director of Public Works. A permit to allow a temporary obstruction may be granted only when no other reasonable alternative exists to store material on private property.
   (B)   Permits granting obstructions to public ways or property shall be subject to the following regulations:
      (1)   The permit shall be temporary, and shall identify a specific time period authorizing the obstruction;
      (2)   If an obstruction occurs on any public street, public alley or public sidewalk, lighted barricades or an approved alternate means of 24-hour warning shall be provided during the period the obstruction remains in place;
      (3)   Violation of the provisions of this chapter, or any unsafe condition, shall be grounds for the revocation of an obstruction permit.
