(A) It shall be the duty of the owner, the owner’s agent or occupant of any residential dwelling to place the receptacles in the parkway or alley, as applicable, so as to allow convenient removal of the contents thereof. It shall be the duty of the owner, agent or occupant of any commercial establishment to place receptacles upon the premises as to allow convenient removal of the contents thereof.
(B) Where commercial bins are required by § 90.16(B) and space or access conditions prohibit the use of the bin type receptacles, the type and capacity of the garbage and rubbish container shall be as determined by the Village Health Inspector.
