(A) It shall be the duty of the owner, his or her agent or the occupant of any residential dwelling or commercial establishment to place the receptacles required by this section upon the premises so as to allow convenient removal of the contents thereof.
(B) Where commercial bins are required by § 90.16(B) and space or access conditions prohibit the use of the bin type receptacles, the type and capacity of the garbage and rubbish container shall be as determined by the Village Health Inspector.
