When any vehicle is parked in any prohibited place, any police officer or other authorized official may cause the improperly parked vehicle to be removed to a garage designated by the Chief of Police, and the owner or operator of the vehicle shall be required to pay the cost of its removal as well as any penalty established for parking illegally.
