(A) The Village Manager shall be authorized to issue annual permits to village residents for on-street parking upon such terms and conditions as the Village Manager deems appropriate for the following locations:
(1) Seven angle parking spaces on the north side of Oak Avenue between La Grange Road and Ashland Avenue;
(2) Ten parking spaces on the east side of Ashland Avenue starting from the intersection of Oak Avenue and Ashland Avenue to a point 90 feet north; and
(3) Two angle parking spaces on the east side of Catherine Avenue located 150 feet north of the intersection of Catherine Avenue and Woodlawn Avenue.
(4) Forty-two parking spaces on the east side of Barnsdale Road, north of Twenty-Sixth Street.
(B) The permit parking fee for the first year shall be $225, subject thereafter to adjustment by the Village Manager.
(C) Vehicles bearing a current vehicle sticker and a permit parking sticker shall be allowed to park in the locations identified in division (A). This permit parking privilege shall supersede the village’s general prohibition on overnight street parking contained in § 72.08 of this code.
