In the event the person to whom the citation is issued fails to settle and pay the fine within the time specified in the citation, a final notice shall be mailed notifying him or her that unless a request for a hearing on the citation is sent to the village, the fine for the initial violation shall be two times the amount stated in the original citation. Enforcement of unpaid citations shall be in accordance with Chapter 38 of this code.
