In the event that the person to whom the citation is issued fails to settle and pay the violation within the time specified in the citation, a final notice shall be mailed to him or her. When in fact the final notice has been mailed, the violation may then be settled and compromised by paying two times the amount set forth in the schedule above within the time specified in the final notice.
