No map or plat of any subdivision presented for approval of the President and Board of Trustees of the village affecting land within the corporate limits of the village shall be approved, unless the subdivision thereon shown shall provide for streets and public grounds in conformity with the requirements applicable thereto, as shown by the Official Plan, when and after the same has been adopted by the President and Board of Trustees.
