§ 51.22 REPAIRS.
   (A)   All repairs on service pipes from the service or shutoff boxes (normally located between the curb line and the sidewalk line) and meter shall be made by and at the expense of the owners of the premises served. Public way usually begins before sidewalk.
   (B)   Repairs to service pipes between the service or shutoff box and the meter must be completed within 48 hours of written notification by the village to the owner or occupant of the need for the repairs. The Village Manager is authorized to discontinue water service to any building when the owner or occupant thereof refuses or fails to complete required repairs within the time prescribed.
   (C)   The village may, in case of emergency, or at any time after the 48-hour notification period has expired in the case of a non-emergency, repair any service pipe. The actual cost of the repair work shall be billed to the owner of the premises on which the repair is performed, as part of that owner’s water bill issued pursuant to § 51.44. Any property for which a bill is issued pursuant to this section, which bill is not timely paid, shall be subject to the imposition of a lien and foreclosure, pursuant to § 51.45.
