It is unlawful for any person to cast, place, sweep or deposit within the limits of the city any garbage or litter in such a manner that it may be carried or deposited by the action of the sun, wind, rain or snow into or upon any street, sidewalk, alley, sewer, parkway or other public place, or into any occupied or unoccupied premises within the limits of the city.
