§ 91.03 ACCUMULATION CONSTITUTES NUISANCE.
   The owner, occupant or lessee of any premises in the city shall remove from said premises or otherwise dispose of all garbage and litter and shall keep said premises at all times free and clear of any accumulation of garbage and litter. Dumping of garbage and litter on vacant property or on streets, alleys or other public places is prohibited.
