§ 30.01 DIVISION BY WARDS AND THEIR BOUNDARIES.
   The city is divided into three wards and designated as follows.
   (A)   North Ward. All that part of the city west of High Street and north of Fifth Street, and all that part of said city north of the former Illinois Gulf Central Railway track shall constitute the North Ward.
   (B)   East Ward. All that part of said city east of High and School Streets and south of the former Illinois Gulf Central Railway track shall constitute the East Ward.
   (C)   South Ward. All that part of the said city south of Fifth Street, and west of High and School Streets in said city shall constitute the South Ward.

§ 30.02 CORPORATE SEAL.
   (A)   A seal in a circular form, with the words “City of Lacon” on the outer circle, and in the interior and center of said circle the words “Chartered Feb. 28, 1854” and also in the center of said seal, the picture of an eagle with wings spread, shall be the seal of the city, to be used in all cases that have been, or shall hereafter be provided by the laws of the United States, the laws of the state, and the ordinances of the city, and in all cases in which, by the laws and customs of nations, it is necessary to use a seal by a corporation.
   (B)   The city seal shall be and remain in the custody of the Clerk of said city, and be used by the Clerk and the Mayor of said city, as is provided in division (A) above.

§ 30.03 FISCAL YEAR.
   The fiscal year for the city shall begin on May 1 of each calendar year and end on April 30 of each calendar year.

§ 30.04 INJURY TO PUBLIC PROPERTY.
   It shall be unlawful for anyone to injure, deface or interfere with any property belonging to the city without proper authority from the City Council.
