The emission of dense, black or gray smoke, suspended solids, noxious odors and/or the burning of garbage or rubber goods in a fire outside a building shall be deemed and is a public nuisance and is unlawful. For the purpose of this section, GARBAGE is defined as that including any dry or drained kitchen and table refuse, fruit, vegetable and animal waste or anything whatsoever that will or may decompose and become offensive or dangerous to health.
