The purpose of this chapter shall be to protect the health, safety and welfare of the residents of the county by providing a framework for the solid waste disposal system which operates now and will operate in the future within the county. It is the intent of the board of county commissioners, through enactment of this chapter, to exercise all powers granted to them in the field of solid waste management by relevant provisions of the Idaho constitution and Idaho Code.
