3-2-12: LIBERAL CONSTRUCTION:

This chapter shall be deemed to be an exercise of the police power of the county to preserve the public peace, health, safety, welfare and morality and its provisions shall be liberally construed for the accomplishment of that purpose. (Ord. 144, 10-11-1989)
