This chapter is enacted for the purpose of establishing a basic framework to direct the provision of emergency medical services within the county. Through adoption of this chapter, it is the intention of the board to define the structure of the county's commitment to emergency medical care, to determine working relationships between the county, KCEMSS and medical service providers, and to set forth the terms and conditions upon which compensation will be provided to meet KCEMSS goals. Above all, the purpose of the provisions of this chapter is to provide opportunities for cooperation and coordination in order to provide the most cost effective and highest quality EMS services possible in the county.
