A. Certified Mail: Upon the passage of the resolution requiring sidewalks or driveways construction or reconstruction by the Council, notice shall be given by certified mail to the abutting property owner as shown by the records of the County Auditor, requiring that, within thirty (30) days of mailing of the notice, the sidewalks or driveways must be constructed or the property owner must have entered into a valid contract for such construction and furnished evidence of such contract to the City.
B. Form Of Notice; Signature: The notice required by subsection A shall be signed by the City Manager and shall be substantially in the following form:
To , you are hereby notified that on the day of , A.D., 19 the Council of the City of Knoxville, Iowa, did by proper resolution, order and direct the construction (or rebuilding) of a cement (sidewalk) (driveway) along the side of Lot in block number in the City. Said sidewalk or driveway to be built according to the provisions of the ordinances of the City relating to the construction and rebuilding of sidewalk or driveway therein; said sidewalk or driveway to be constructed or evidence of a valid contract for such construction to be furnished to the City, within thirty (30) days after the mailing of this notice to you, otherwise the same will be constructed by the City under its direction and as provided for in Section 7-3-7 of the Code of Ordinances of the City of Knoxville, Iowa, and the costs including construction, legal, engineering, administrative and other related costs, of said sidewalk or driveway, will be assessed to the abutting property as in said Code provided.
