A. Construction By City; Statement Of Cost: In case the owner of the property fails to comply with the requirements of the notice served pursuant to this chapter and within the time prescribed, the sidewalks or driveways shall be constructed, said construction to be supervised by the city manager who shall render a detailed statement of the cost thereof to the council and the statement shall be filed with the clerk.
B. Cost Assessed Against Property: Within fifteen (15) days after the city manager files the statement of costs with the clerk, the council shall by resolution accept or reject the work. Upon accepting the work, or within ten (10) days thereafter, the council shall ascertain the total cost and by resolution determine the proportion or amount of the cost to be assessed against private property.
