(A) It shall be unlawful for any person, firm or corporation to dump, deposit, place or otherwise put trash, debris or other tangible objects upon any public street, highway or road in the county or upon any right-of-way of any public street, highway or road in the county or upon any location directly adjacent to the right-of-way of a public street, highway or road in the county.
(B) This section shall become effective from and after the date of its passage and publication as required by law.
