(A) Essential uses and services are permitted in all zoning districts. These include such uses as overhead or underground gas, electrical, telephone, telegraph, steam, fuel or water transmission or distribution systems; collection, communication, supply or disposal systems, including, poles, wires, mains, drains, sewers, pipes, conduits, cables, fire alarm and police call boxes, traffic signals, hydrants and similar accessories in connection therewith. This definition excludes buildings and wireless communication facilities, as defined in §§ 152.160 through 152.170.
(B) Essential public uses that are required to be located in such a manner as to provide efficient public services are permitted in all zoning districts. These include such uses as police stations, fire stations, public or neighborhood park and recreational facilities and public schools.
