§ 246.03  ESTABLISHMENT OF FIREFIGHTER AND PARAMEDIC POSITIONS; REQUIRED TRAINING; DUTIES; SUPERVISING OFFICIALS; PAY RATE; BENEFITS; PARAMEDIC INCENTIVE.
   (a)   The Fire Division may have a staff consisting of a Chief, a full-time Captain and three full-time Lieutenants, all of whom shall be designated officers.
   (b)   (1)   There is hereby established the following additional full-time positions within the Fire Division:
         A.   Paramedic/Firefighter Class A; and
         B.   Paramedic/Firefighter Class B.
      (2)   The number of employees needed to fill each of these positions shall be determined by the Fire Chief with the concurrence of the Director of Public Safety. Upon the completion of the basic required fire training courses and upon the serving of not less than a 12-month probationary period, a Paramedic/Firefighter Class B may, upon the recommendation of the Fire Chief and the concurrence of the Director of Public Safety, be advanced to Paramedic/Firefighter Class A.
   (c)   The number of part-time employees needed to fill each of these positions shall be determined by the Fire Chief with the concurrence of the Director of Public Safety.
   (d)   The duties, responsibilities and job descriptions for each and every position within the Fire Division shall be determined and established by the Fire Chief with the concurrence of the Director of Public Safety. Composition of the Fire Division may be changed from time to time as determined by Council. All members of the Fire Division shall be under the supervision of the Director of Public Safety and the Fire Chief and shall perform all functions authorized and directed by the Director of Public Safety, the Fire Chief and the laws of the State and the city.
   (e)   The Mayor is hereby authorized to establish a rate of pay for all members of the Fire Division within the maximum wage schedules established by Council, and the Director of Finance is hereby authorized and directed to expend, from the appropriate fund, monies needed to meet the city's Fire Division payroll requirements.

   (f)   In addition to wages and salaries authorized herein, each employee may be entitled to additional employee benefits as Council may from time to time establish by ordinance (e.g. sick leave, holidays, vacation days and funeral leave).

   (g)   (1)   The city hereby authorizes a paramedic incentive, effective January 1, 1998, in the amount of three thousand dollars ($3,000.00) to be paid annually for full-time paramedics who meet the following requirements:
         A.   Two years of full-time service with the Fire Department; and
         B.   Five years as a certified paramedic.
      (2)   The city hereby authorizes an incentive, effective January 1, 2000, in the amount of three thousand dollars ($3,000.00) to be paid annually for full-time Lt./Paramedics and Lt./Mechanic.
