(a) The Public Utilities Commission shall determine the rates for premises served by a sanitary sewerage system within the jurisdiction of the Sewage Treatment Division and shall otherwise comply with the requirements of § 1042.02.
(b) The Commission, upon the request of Council, shall investigate and recommend water rates and rules and regulations which may be adopted pursuant to Chapter 1040.
