(a) Rates for premises served by a sanitary sewerage system which is within the jurisdiction of the Sewage Treatment Division shall be determined by the Public Utilities Commission of the city, established in Chapter 280 of the Administration Code.
(b) Such rates shall be sufficient to pay all operating, maintenance, administrative and capital improvement costs. Costs and expenses to be collected shall include expenditures made by the city on sewage treatment systems since October 1, 1975. When the commission has established a rate schedule, such rates shall not be subject to collection until they are approved and adopted by a resolution of Council. The commission shall adjust such rates from time to time, as required, but no change shall become effective until approved by Council.
