   Prior to obtaining the permit provided for in § 1022.01, the applicant shall furnish the city with the following:
   (a)   A plan and general specifications showing the proposed location, extent and nature of the work contemplated;
   (b)   Indemnity insurance saving the city harmless from any damage to persons or property arising from such work; and
   (c)   (1)   A bond guaranteeing that the work will be done to the full satisfaction of the city (represented by the Mayor or his or her representative and the City Engineer) and that the area affected by the work will be restored, as nearly as possible, to its original condition and such condition maintained, at the cost of the permit holder, for a period of one year after the completion of the work, provided, however, that such bond may be released at an earlier period if, in the opinion of the Mayor or his or her representative and the Engineer, such release is warranted. The amount of such bond shall be commensurate with the extent of the work and shall be determined by the Mayor or his or her representative and the Engineer, but in no case shall the amount of such bond be less than as stated in the Fee Schedule in § 236.07 of the City of Kirtland Codified Ordinances for any one project.
      (2)   Parties who, because of their operations, find it necessary to enter city streets, public ways, alleys or public grounds for construction purposes at recurring intervals are entitled to furnish a blanket bond with the same conditions as set forth in this subsection. The amount of such bond shall be determined by the Mayor or his or her representative and the Engineer, but in no event shall it be less than as stated in the Fee Schedule in § 236.07 of the City of Kirtland Codified Ordinances, provided that any project of an extensive nature shall be covered by a specific bond, subject to the discretion and approval of the Mayor or his or her representative and the Engineer as to amount and conditions.
