§ 1022.01  PERMIT REQUIRED; EXCEPTIONS.
   No person, except a contractor performing city work on a regularly awarded city contract, shall excavate within or bore or tunnel through, along or across the limits of any street, public way, alley or public grounds in the city or owned by the city, for the purpose of installing sewer, water or gas lines, telephone or power conduits or cables or any other structure, except a structure carrying overhead electric or telephone circuits, without first having obtained a permit for such work from the city. This section shall not apply to:
   (a)   Emergency repairs to gas main, water or sewer lines or telephone or power conduits or cables;
   (b)   Emergency installation of gas service, water or sewer lines or telephone or power conduits or cables; or
   (c)   Those routine service connections for utility customers that do not require the cutting or opening of a public street or roadway.
