§ 31.16 QUALIFICATIONS, TERM, COMPENSATION.
   The Town Council shall appoint a Manager who shall be the administrative head of the municipal government under the direction and supervision of the Council. He shall be appointed with regard to merit only. He need not be a resident of the town or state when appointed, but during his tenure he shall reside within the town. He shall be appointed for an indefinite term and may be removed by a majority vote of the members of the Council. The Manager shall be given 30 days notice of the intention of Council to remove him. The Manager shall receive such compensation as the Council shall fix from time to time by ordinance or resolution.
