All owners shall provide their dog with sufficient food and water, proper shelter, veterinary care when needed, and with humane care and treatment. Any person found not providing humane care for their dog will be considered in violation of this section. No person shall poison or ill treat a dog, nor may a dog be abandoned in the town; such acts shall be considered a violation of this section.
