§ 92.11  STREET VACATION.
   (A)   When the Council considers it advisable to vacate, discontinue, or abolish a street, alley, or other public way, or part of a street, alley, or other public way, it shall by resolution declare its intent and appoint a time not less than 4 weeks after the date of the resolution, when it shall meet and hear objections to the resolution.  Notice of the meeting, with a copy of the resolution, shall be given in the manner prescribed by the Open Meetings Act, as amended or replaced.  An objection to the proposed action of the Council may be filed with the Clerk in writing, and if an objection is filed, the highway, street, lane, alley, or public ground, or part of a highway, street, lane, alley, or public ground, shall not be vacated or discontinued, except by a vote of 2/3 of the members of the Council.
   (B)   Vacated portions of streets and alleys shall be shown on the village street map and/or applicable plat.  The vacating of a street, alley, or other public way shall be done by resolution, which resolution shall amend the street map and/or plat.
   (C)   Every resolution or ordinance discontinuing or vacating any street, lane, alley, or public ground shall also be recorded in a book of street records and the record shall be prima facie evidence of all matters therein set forth.

§ 92.12  STREET NAMES.
   All streets shall be known and designated by the names applied thereto, respectively, on the map of the village, and plats in reference thereto, filed with the Village Clerk, which map and plats are hereby adopted and made a part hereof.  The naming of any new street or the changing of a name of any street shall be done by resolution, which resolution shall amend the map and/or plat.

§ 92.13  RELOCATION OF BUILDINGS.
   (A)   No person shall move or cause to be moved or aid in moving any building upon or across any street, alley, or other public place without first obtaining a written permit from the Village Clerk.
   (B)   The permit shall require that the building be in continuous movement, without interruption as long as the building is upon the street or alley, except in cases of emergency.
   (C)   The permit shall allow movement of the building only upon a particular route approved by the Village Clerk, and during particular times approved by the Village Clerk.
   (D)   The person responsible for moving the building shall make appropriate arrangements to avoid damage to utilities.
   (E)   A bond shall be furnished to the village in an amount not less than $5,000 as security for any damage to any public property which may result directly or indirectly from moving the building.

§ 92.14  DAMAGE BY TREE OR BUSH.
   (A)   When in the judgment of the Village President the roots of any tree or bush are causing damage to any sewer, sidewalk, pavement, or other public property, the same may be declared a public nuisance.
   (B)   Notice shall be given to the property owner as provided in § 10.15.
   (C)   The notice will set a time for hearing at the next regular Village Council meeting which is at least 30 days from the giving or posting of notice.
   (D)   If, at the hearing before the Village Council, the Council determines that a public nuisance exists, the owner shall then be given 14 days in which to remove the tree or bush and to repair, or pay for the repair of, the public property damaged.
   (E)   If the owner fails to remove the tree or bush within 14 days, then the owner shall be deemed to have committed a nuisance, and the village may abate the nuisance.
   (F)   In addition to the fines and penalties as may be assessed against the property owner for committing a nuisance, the village may recover the cost of abating the nuisance and repairing damage caused by the nuisance in a civil action against the property owner, or by any other means permitted by law.

§ 92.15  AS-BUILTS.
   Upon the completion of any work in any street or right-of-way, the person(s) performing such work shall file with the village detailed, as-built drawings showing what was installed in what location, what materials were used in restoration and such other information as may be required by the Village Manager.
