§ 10.15  NOTICE.
   (A)   Notice regarding any matters as to which notice is required or permitted to be provided under the terms of this code, including notice regarding any act required by this code, the expense of which, if performed by the village, may be collected from the property owner, shall be served as follows, in addition to any other means of service of notice required by law:
      (1)   By delivering the notice personally or by leaving it at the person's residence, office, or place of business with some person of suitable age and discretion;
      (2)   By mailing the notice by registered or certified mail to the person at his or her last known address; or
      (3)   If the identity of a property owner is not known, or if his or her whereabouts cannot be ascertained after diligent search and inquiry, by posting the notice in some conspicuous place on the premises concerned not fewer than 5 days prior to the date set therein for compliance.
   (B)   No person shall interfere with, obstruct, mutilate, conceal, or tear down any official notice or placard posted by the village unless permission is given to remove it.
