§ 34.01 ESTIMATE STATEMENTS.
   On August 1 of each calendar year, each officer or employee of the town in charge of any department or office shall furnish to the Board of Trustees, in duplicate, a detailed statement of the estimated services and supplies which will be needed by the department or office during the next calendar year. One copy of the statement shall be forthwith supplied by the President of the Board of Trustees to the purchasing agent.

§ 34.02 PRE-AUDITING AND APPROVAL OF ESTIMATE STATEMENTS.
   The Board and the purchasing agent shall pre-audit and examine the statements of estimates furnished pursuant to this section and shall determine upon the amount and character of supplies to be purchased, and for which bids shall be requested. When the estimate statements have been so pre- audited, the Board shall submit the same for approval by a majority vote.

§ 34.03 NOTICE FOR BIDS; BIDDER’S SECURITY.
   Upon approval of the estimate statements by the Board of Trustees, as provided for in this section, the Finance Officer shall publish a notice for bids to be published 3 consecutive weeks prior to the time fixed for opening bids, in the official newspaper of the town. The notice for bids shall contain notice that bidders, in their bids, shall undertake to supply the town with the services or supplies indicated in the notice and from time to time upon purchase orders by the purchasing agent for the ensuing calendar year. The Board of Trustees, at the time of directing notice for bids, shall specify the type of security, if any, to be given by the bidder.

§ 34.04 OPENING AND ACCEPTING OR REJECTING BIDS.
   Bids received pursuant to the notice provided for in this chapter shall be opened by the Board prior to the close of the current calendar year and referred to the purchasing agent for investigation and for report and recommendation back to the Board, whereupon the Board shall accept the lowest bid of a responsible bidder, taking into consideration the character and quality of the goods to be furnished and the facilities of the bidder to deliver the supplies, materials, equipment or services in accordance with the requirements of the town. The Board may reject any or all bids and may re-advertise notices for further bids.
