(A) No person shall operate a motorcycle on the public streets or highways without a motor vehicle driver's license or permit upon which a state testing officer has certified that the person is qualified to operate the motorcycle.
(B) The South Dakota Department of Public Safety shall promulgate rules and regulations to implement this section.
