§ 51.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
   (B)   (1)   Any person found to be violating §§ 51.01 through 51.10 and §§ 51.14 through 51.17, shall be served by the Town of Keystone with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in the notice, permanently cease all violations. The notice requirements of this section may be waived by the Town of Keystone if, in the Town of Keystone's opinion, the violation constitutes an imminent threat to safety or the proper operation of the waste water facilities.
      (2)   Any person who violates §§ 51.01 through 51.10 and §§ 51.14 through 51.17 who continues the violation beyond the time limit provided for in the notice of violation issued, shall be guilty of a misdemeanor and shall be subject to a fine not in excess of $100 for each violation. Each day in which the violation shall continue shall be deemed as a separate offense. Conviction shall not preclude civil liability to the Town of Keystone for any damage caused the Town of Keystone by the illegal act.
      (3)   Any person violating any of the provisions of §§ 51.01 through 51.10 and §§ 51.14 through 51.17 shall become liable to the Town of Keystone for any expense, loss or damage occasioned in the Town of Keystone by reason of the violations. If a user violates the conditions of §§ 51.01 through 51.10 and §§ 51.14 through 51.17 and continues to discharge waste water after receiving the notice as set forth above, the Town of Keystone may physically disconnect the violator from the water-waste water facilities.
      (4)   No unauthorized person shall maliciously or willfully break, damage or tamper with any water meter or any structure, appurtenance or equipment which is a part of the municipal sanitary sewer. Any violator shall be guilty of a misdemeanor and shall be fined in an amount not exceeding $100 for each violation.

   (C)   A surcharge of $100 per month is hereby imposed and added to the sewer billing to property owners who are not in compliance with § 51.18. This surcharge is in addition to any other penalties that may be incurred under § 51.18.
