§ 51.01 DEFINITIONS.
   For the purpose of this section, the following definitions shall apply unless the context indicates or requires a different meaning.
   APPROVING AUTHORITY. The Town of Keystone's representative or its duly authorized deputy, agent or representative.
   BOD (BIOCHEMICAL OXYGEN DEMAND). The quantity of oxygen, expressed in parts per million by weight, utilized in the biochemical oxidation of organic matter under standard laboratory procedure for 5 days at 20°C. The standard laboratory procedure shall be that found in the latest edition of Standard Methods for the Examination of Water and Sewage, published by the American Public Health Association.
   BUILDING DRAIN. That part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the building and conveys it outside the inner face of the building wall.
   BUILDING SEWER. The extension from the building drain to the public sewer or other place of disposal.
   FIXTURE UNIT. Those valves given in Table 11.4.2 of the South Dakota State Plumbing Code which designate the relative load weight of different kinds of fixtures which shall be used in determining the total load carried by a sewer pipe.
   GARBAGE. Solid wastes from the preparation, cooking and dispensing of food, and from the handling, storage and sale of produce.
   GOVERNMENTAL OR INSTITUTIONAL USES. All Non-residential and non-commercial uses which introduce only sanitary sewage into a sewer from sanitary convenience.
   GROUP GARBAGE. Solid wastes from the preparation, cooking and dispensing of foods that has been comminuted to the degree that all particles will be carried freely in suspension under conditions normally prevailing in public sewers; with no particle greater than ½ inch in any dimension.
   IDOD (IMMEDIATE DISSOLVED OXYGEN DEMAND). The immediate oxygen demand of a polluted liquid or the apparent BOD for 15 minutes at 200C. The standard laboratory procedure shall be found in the latest edition of Standard Methods for the Examination of Water and Sewage, published by the American Public Health Association.
   INDUSTRIAL WASTE. Any solid, liquid or gaseous substance or form of energy rejected or escaping from any industrial, manufacturing, trade or business process or from the development, recovery or processing of natural resources.
   MUNICIPAL SEWER SYSTEM. The entire sewer system of the town for the collection and disposition of sewage and industrial wastes.
   NATURAL OUTLET. Any outlet into a watercourse, pond, ditch, lake or other body of surface water or ground water.
   NOTICE. A notice in writing directed to the owner of or other person affected for the time specified by this section, stating briefly the condition which is the reason for the notice and the consequences which would result upon failure to comply with the terms of the notice. A NOTICE shall be deemed given when either it is personally served on the person to whom it is directed or is mailed to him or her at his or her last known address. If the owner cannot be reached by mail so addressed, service may be made upon the occupant.
   PERSON. An individual, corporation (public or private), partnership or association.
   pH. The logarithm (base 10) of the reciprocal of the hydrogen ion concentration expressed in moles per liter and indicates the degree of acidity or alkalinity of a substance.
   PUBLIC SEWER. A common sewer controlled by public authority.
   RECEIVING STREAM. A body of water, stream or watercourse receiving the waters discharged from the sewage treatment plant or the watercourse formed by the effluent from the sewage treatment plant.
   RESIDENTIAL USER. A single-family unit.
   SANITARY SEWER. A sewer that carries sewage or industrial wastes and to which storm, surface and ground waters or unpolluted wastes are not intentionally admitted.
   SERVICE. Connection to the municipal sewer system and the right to the use of its facilities whether or not the facilities are in fact used.
   SEWAGE. Water carried wastes from residences, institutions, business buildings and other establishments.
   SEWAGE SYSTEM. The network of sewers and appurtenances for the collection, transportation and pumping of sewage and industrial wastes.
   SEWAGE TREATMENT WORKS. The arrangement of devises and structures for treating sewage, industrial waste and sludge.
   SEWAGE WORKS. All facilities for collecting, pumping, treating and disposing of sewage, namely, the sewage system and the sewage treatment works.
   SEWER. A pipe or conduit for carrying sewage or other waste liquids.
   SLUDGE. Any discharge of water, sewage or waste exceeding a concentration or flow greater than 5 times that of the average 24 hour discharge from that person, which is discharged continuously for a period longer than 15 minutes.
   SUSPENDED SOLIDS. Solids that either float on the surface or are in suspension in water, sewage or other liquids and which are removable by laboratory filtration.
   TOWN. The Town of Keystone or its officers or employees authorized to perform the functions to which there is reference.
   UNPOLLUTED. Unaffected by sewage or industrial wastes.
   USER. The owner, lessee or occupant of the premises connected to the municipal sewer system.
