(A) Improvement plans shall consist of black or blue line prints not larger than 36 inches by 24 inches. These plans and the related specifications shall provide all of the following information:
(1) Topography of the tract, both before and after development at the same scale as required in the preliminary plat;
(2) Existing and proposed elevations along the centerlines of all streets;
(3) Radii of all curves and lengths of tangents on all streets;
(4) Locations and typical cross-section of street pavements including curbs/gutters and catch basins;
(5) Locations and typical cross-section of sidewalks and driveway aprons;
(6) Locations, sizes, and invert elevations of all existing and proposed sanitary sewers, storm sewers, and fire hydrants, showing connections to any existing or proposed utility systems;
(7) Locations and sizes of all water, gas, electric, and other utilities;
(8) Locate area(s) for removal of trees six inches or larger;
(9) All proposed measures to control erosion and sedimentation;
(10) High water elevations of all lakes/streams adjoining or within the tract; and
(11) Such other information as the City Engineer or HBZ Officer may reasonably require to perform their duties under this section.
(B) Final plat shall be drawn in ink on tracing cloth on sheets not to exceed 29 inches wide by 34 inches long and shall be at a scale of 100 feet to one-inch. Where necessary, the plat may be on several sheets accompanied by an index sheet showing the entire subdivision. For large subdivisions the final plat may be submitted for approval progressively in contiguous sections satisfactory to the Plan Commission. The final plat shall show the following:
(1) Primary control points, approved by the City Engineer or descriptions and ties to such control points, to which all dimensions, angles, bearings and similar data on the plat shall be referred.
(2) Tract boundary lines, right of way lines of streets, easements and other rights of way, and property lines of residential lots and other sites; with accurate dimensions, bearings or deflection angles, and radii, arcs and central angles of all curves.
(3) Name and right-of-way width of each street or other right of way.
(4) Location, dimensions and purpose of any easement.
(5) Number to identify each lot or site and block.
(6) Purpose for which sites, other than residential lots, are dedicated or reserved.
(7) Proposed building setback line on all lots and other sites.
(8) Location and description of monuments.
(9) Names of record owners of adjoining unplatted land.
(10) Certification by surveyor or engineer certifying to accuracy of survey and plat.
(11) Certification of title showing that applicant is land owner.
(12) Statement by owner dedicating streets, rights-of-way and any sites for public uses.
(13) Certification of approval by the Plan Commission.
(14) Name of subdivision.
(15) Location by section, township and range.
(16) Title, scale, north arrow and date.
(C) Cross-sections and profiles of streets showing grades approved by the City Engineer. The profiles shall be drawn to the city standard scales and elevations and shall be based on the city datum plane.
(D) A certificate by the City Engineer certifying that the subdivider has complied with one of the following alternatives:
(1) All improvements have been installed in accord with the requirements of these regulations and with the action of the Plan Commission giving conditional approval of the preliminary plat; or
(2) An approved letter of credit or escrow agreement has been posted, which is available to the city, and in sufficient amount to assure such completion of all required improvements.
(E) Protective covenants in form for recording.
(F) Other data. Such other certificates, affidavits, endorsements, or deductions as may be required by the Plan Commission in the enforcement of these regulations.
