Application for such permit shall be made to the City Clerk in writing, and before the issuance of such permit, the same shall be presented to the Mayor for his approval. Such permit shall be issued only upon the approval of said Mayor and to persons of good moral character only; such application shall state the time and the location of the hall or room where the dance is to be held, and shall be signed by the person proposing to conduct the same.
